All those people who bought acres of vacant land for $10-20K were planning on a nice windfall. But, with the soft landing in the housing market and a significant decrease in the number of new homes being sold and the prices at which homes are being sold,

This would be for home building. Thanks.
Vacant land it much harder to get a loan for then land with a home on it....but it certainly isn't impossible. If you already own a home look into getting an equity line on it for the new land

A dozen properties scattered across town — from a 25-acre site on Route 6 to one more than 100 acres — are quietly up for sale, and town officials are in the early stages of considering purchasing the sites, most likely for conservation.
The sites, a combined 244 acres, don’t come with the same obvious importance as Somerset Station on the Taunton River in Somerset. But they still present an opportunity for the town to take control of the land and, perhaps, offer open space for residents to enjoy. The town has been approached by the sellers, NRG Energy, to see if it’s interesting in buying the sites, Selectman Robert Marquis said.
