The loan we are applying for allows a few options when it comes to interest rates. The loan is the USDA Rural Development Loan. They said we can decide between the current Fannie Mae rate or the VA rate. We can also let the rate "float" in
Who is "they" is it the bank. You can shop for loans at several banks, then choose the best option. also, do research on the web. Make sure it is a fixed rate. The lender adds up to one point probably as a fee for her/his servicing the loan.

I am a veteran, used it in the past and got a mortgage again without the VA. now that rates are really low, I really want to take advantage of these rates and I want to use the VA so I can avoid PMI and I understand there is a funding fee with the VA
We are closing on our house next week and used my husband's VA loan, the funding fee for first time users with no down payment requires a 2.15% fee, up to 10% down payment requires a 1.5% fee, and 10% or more requires a 1.25% fee

Fixed Mortgage Rates Average New All-Time Record Lows

Today released the results of its Primary Mortgage Market Survey® (PMMS®), showing average fixed mortgage rates finding new all-time record lows continuing to help keep homebuyer affordability high. The 30-year fixed averaged 3.84 percent, down from its previous all-time record low of 3.87 percent last registered on February 9, 2012. The 15-year fixed averaged 3.07 percent, also dropping below its previous all-time record low of 3.11 percent set April 12 of this year. The 1-year ARM also averaged a new all-time record low in the PMMS at 2.70 percent.
