Can an employer change the employment agreement?

My employer just began circulating a new "Mutual Arbitration Policy" and has stated that acceptance of the new policy is conditional to continued employment. First question, is this legal? Second question, if I choose not to accept the new terms
unless you have a written employment contract spelling out you rate of pay, duration of employment, benefits, etc the answer would be no, if you do not have a written contract than the terms can be changed at will as long as there are no employment laws

I am currently not working and I am now looking for employment at companies I really do not want to work at.
